UPSC Civil Services 2025 Final Results: Rajasthan's Anuj Agnihotri Tops, 958 Candidates Qualify

The Union Public Service Commission (UPSC) has released the final results for the Civil Services Examination 2025. Anuj Agnihotri from Rawatbhata, Chittorgarh, Rajasthan, has secured All India Rank 1. A total of 958 candidates have qualified for various services.

Service-wise Selection Breakdown

Out of the 958 successful candidates, 180 have been selected for the Indian Administrative Service (IAS). The Indian Foreign Service (IFS) has 55 successful candidates, while 150 have been chosen for the Indian Police Service (IPS).

Meet the Topper: Dr. Anuj Agnihotri

This is not Anuj's first brush with UPSC success. He has cleared the examination twice before. In UPSC 2023, on his first attempt, he was appointed as Sub-Divisional Magistrate (SDM) in Delhi.

Anuj's father, KB Agnihotri, works at the Rajasthan Atomic Power Station. His mother, Manju Agnihotri, is a homemaker. Anuj completed his schooling at Rawatbhata Atomic Energy Central School, where he scored 94 percent in his 12th standard examinations.

When he's not preparing for exams or serving in administrative roles, Anuj enjoys playing table tennis.

Third Rank Holder: Ekansh Dhul from Panchkula

Ekansh Dhul from Panchkula, Haryana, has secured the third rank. He lives with his family in Sector 12A. His mother, Nirmala, works as a school principal, while his father, Krishna Dhul, is a BJP leader.

Ekansh completed his BA Honours from Shri Ram College of Commerce, Delhi University. This is his third attempt at UPSC. He secured 342nd rank in 2024 and 295th rank in 2025.

Girls Perform Well in Top Ranks

Three girls have made it to the top 10 ranks this year, showing strong performance by female candidates in the examination.

Examination Timeline

The UPSC Civil Services 2026 Preliminary Examination was conducted on May 25, 2025. The Mains Examination followed from August 22 to August 31, 2025. Personality tests or interviews for selected candidates concluded on February 27, 2026.

New Cadre Allocation Rules

The Government of India has replaced the 'Zone System' that was in place since 2017 with a new 'Cadre Allocation Policy 2026'. Under this new system, the 'Cycle System' will determine cadre distribution for officers.

This policy applies to candidates selected for the Indian Administrative Service (IAS), Indian Police Service (IPS), and Indian Forest Service (IFoS).

What Changed?

Previously, all 25 cadres (states and Union Territories) were divided into five geographical zones: North, West, South, Central, and East. Candidates could choose their zone preference and then state preference within that zone.

The new system arranges all 25 cadres alphabetically and divides them into four groups:

  • Group I: AGMUT (Delhi/Union Territories), Andhra Pradesh, Assam-Meghalaya, Bihar, Chhattisgarh
  • Group II: Gujarat, Haryana, Himachal Pradesh, Jharkhand, Karnataka, Kerala, Madhya Pradesh
  • Group III: Maharashtra, Manipur, Nagaland, Odisha, Punjab, Rajasthan, Sikkim, Tamil Nadu
  • Group IV: Telangana, Tripura, Uttarakhand, Uttar Pradesh, West Bengal

What This Means for Candidates

Under the old system, if you selected Haryana (in the North zone), you might get posted to nearby states like Rajasthan or Uttar Pradesh if Haryana wasn't available.

In the new system, states are grouped alphabetically. So if you choose Haryana (H), you could be posted to Jharkhand (J), Karnataka (K), or Kerala (K) as they fall in the same group, regardless of geographical proximity.

What This Result Means

The UPSC Civil Services Examination remains one of India's most competitive exams. With lakhs of candidates appearing each year, making it to the final list of 958 is no small achievement.

These selected candidates will now serve in various capacities across India's administrative, police, and foreign services. They will play crucial roles in policy implementation, law enforcement, and international relations.
