UPSC CSE 2025 Final Result: Rajasthan's Anuj Agnihotri Tops, 958 Candidates Qualify

The wait is over for thousands of UPSC aspirants. The Union Public Service Commission released the final result for the Civil Services Examination 2025. A total of 958 candidates qualified for different services.
Anuj Agnihotri from Rawatbhata in Chittorgarh, Rajasthan, secured the top position. The complete result is available on the official website upsc.gov.in.
Service Wise Selection Numbers
The results show clear numbers for each service. 180 candidates made it to the Indian Administrative Service (IAS). The Indian Police Service (IPS) selected 150 candidates. The Indian Forest Service (IFS) welcomed 55 new members.
Meet the Topper: Dr. Anuj Agnihotri
This is not Anuj's first dance with UPSC. He cleared the exam twice before this attempt. In UPSC 2023, his first attempt got him a posting as SDM in Delhi.
His father KB Agnihotri works at the Rajasthan Atomic Power Station. His mother Manju Agnihotri manages the household. Anuj studied at Rawatbhata Atomic Energy Central School. He scored 94 percent in his 12th standard exams.
When not preparing for exams, Anuj enjoys playing table tennis. His dedication and consistency show what focused preparation can achieve.
Second Ranker: Ekansh Dhul's Third Success
Ekansh Dhul from Panchkula secured the third rank. He lives in Sector 12A with his family. His mother Nirmala works as a school principal. His father Krishna Dhul is a BJP leader.
Ekansh completed his BA Honours from Sri Ram College of Commerce, Delhi University. His UPSC journey shows persistence. He ranked 342nd in 2024 and 295th in 2025. Now, he made it to the top three.

The Exam Timeline
The UPSC Civil Service 2026 preliminary exam took place on 25 May 2025. The mains examination ran from 22 August to 31 August 2025. Personality tests or interviews wrapped up on 27 February 2026.
Major Policy Change This Year
The government introduced a big change in cadre allocation this year. The zone system that worked since 2017 is now history. A new Cadre Allocation Policy 2026 took its place.
The policy applies to IAS, IPS, and IFoS selected candidates. The geographical zones are gone. A new cycle system now decides cadre distribution.
Understanding the New System
UPSC divided all 25 cadres into four groups. The arrangement follows alphabetical order instead of geographical zones. Here's the breakdown:
Group I: AGMUT (Delhi and Union Territories), Andhra Pradesh, Assam-Meghalaya, Bihar, Chhattisgarh
Group II: Gujarat, Haryana, Himachal Pradesh, Jharkhand, Karnataka, Kerala, Madhya Pradesh
Group III: Maharashtra, Manipur, Nagaland, Odisha, Punjab, Rajasthan, Sikkim, Tamil Nadu
Group IV: Telangana, Tripura, Uttarakhand, Uttar Pradesh, West Bengal
What Changed for Candidates
The old system let candidates choose geographical zones first. If you picked North zone and Haryana, you might end up in Rajasthan or Uttar Pradesh if Haryana was not available.
The new system works differently. States are arranged alphabetically within groups. If you prefer Haryana (H), you might also get Jharkhand (J), Karnataka (K), or Kerala (K) because they fall in the same group.
Girls in Top Ten
Three girls made it to the top ten ranks. This shows the growing participation and success of women in civil services. The trend reflects changing times and equal opportunities in competitive exams.
What Happens Next
Selected candidates will now go through document verification. Medical examinations will follow. Training at the Lal Bahadur Shastri National Academy of Administration in Mussoorie awaits the IAS officers.
IPS officers will train at the Sardar Vallabhbhai Patel National Police Academy in Hyderabad. IFS officers head to the Indira Gandhi National Forest Academy in Dehradun.
