Tamil Nadu Overseas Scholarship Adds Endorsement Rule for Research Funds
Tamil Nadu plans to require university-endorsed letters for research fund claims under its overseas scholarship to prevent payment delays and audit issues.
Students from Tamil Nadu who receive the Annal Ambedkar Overseas Higher Education Scholarship may soon need an endorsement letter to claim research funds. The Social Justice Department has proposed this rule after a delay in releasing funds to a Dalit PhD scholar studying at the National University of Malaysia.
The new step aims to make bill checks clear and prevent questions during audits. Under the revised process, students must submit an official endorsement letter with their research bills. The letter must carry the signature and seal of a university authority, department head, or research guide.
Why the endorsement letter is needed
Research students often spend money on items linked to their academic work. These may include project models, chemicals, lab supplies, and other research materials. Students then submit the bills to seek reimbursement under the scholarship.
Officials said the endorsement letter will confirm that the items were used for the student’s research during the academic year. It will also help the department check the source and purpose of each bill during an audit.
K Senthil Raj, secretary of the Social Justice Department, said research funds will not be released until the student submits the letter. The letter is meant to support the audit record. It is not a new test of the student’s academic work.
What the scholarship covers
The overseas scholarship supports students pursuing postgraduate and doctoral courses abroad. The scholarship has a maximum limit of Rs 36 lakh.
The fund can cover:
- Visa charges
- Travel tickets
- Living expenses, including food and other daily needs
- Tuition fees
- Research materials and related costs
The department follows different payment methods for each part of the scholarship. Tuition fees are paid directly to the foreign university. Other approved costs are released to the student’s bank account after the student submits the required bills.
Research expenses will follow the new endorsement process. This means a student may have valid bills but still face a delay if the university does not provide the required letter. A small piece of paperwork may turn out to be the most important item in the file.
Students must avoid duplicate claims
Students applying for the scholarship must also give an undertaking. In this undertaking, they agree not to submit the same research bills in their individual capacity for reimbursement.
This rule helps prevent duplicate claims. For example, a student cannot submit one bill to the Tamil Nadu Social Justice Department and then submit the same bill to another office or institution for payment. Each research expense must have a clear record.
Changes planned from the next academic year
The department plans to apply the revised process from the next academic year. The updated guidelines will explain who can sign the endorsement letter, how students should submit it, and what details the letter must include.
Social Justice Minister Vanni Arasu said the department is preparing the guidelines to prevent confusion among students and officials. The move follows concerns over delays and unclear procedures in the present system.
What scholarship students should keep ready
Students can reduce delays by keeping a complete file for every research purchase. The file should include the original bill, the date of purchase, the name of the supplier, and a short note on how the item supports the research project.
Students should also check whether the bill matches the research period covered by the scholarship. Before submitting the claim, they should contact their guide, department head, or university office about the endorsement letter.

- Ask the university for the signed and sealed endorsement letter.
- Do not submit the same bill for another reimbursement claim.
