Karnataka Nursing Colleges Face Action Over Alleged Excess Fee Demands

Students who secured nursing and allied health science seats through the Karnataka Examinations Authority (KEA) have reported demands for fees above the government-approved limit. The complaints came after the second round of seat allotment for professional courses in Karnataka.
Some students said colleges asked them to pay an extra Rs 50,000, even though they received seats under the government quota. The issue has reached both KEA and the Admission Overseeing Committee of Rajiv Gandhi University of Health Sciences (RGUHS).
Fees fixed for nursing courses
The approved annual fee depends on the type of seat and the student’s category:
- Government quota: Up to Rs 10,000 a year
- Management quota for Karnataka students: Up to Rs 1 lakh a year
- Management quota for non-Karnataka students: Up to Rs 1.4 lakh a year
Despite these limits, some colleges are said to have asked students with government quota seats to pay much more. In one reported case, a student was allegedly asked to pay Rs 1.5 lakh for a seat allotted under the government quota.
For families planning their education budget, an unexpected demand of Rs 50,000 or more can create serious stress. It can also make students feel that they must pay up or lose their seat. The rules are meant to prevent this kind of pressure.
RGUHS issues notices to colleges
Following the complaints, RGUHS issued notices to the nursing, allied health science and physiotherapy colleges named by students. The university has warned that it may begin disciplinary action if the allegations are confirmed.
RGUHS said affiliated colleges cannot collect any amount beyond the fee fixed by the government. It also made clear that admissions must take place only through KEA counselling. Colleges cannot change the approved fee structure or add new charges during the admission process.
Colleges that break these rules could face serious action, including the loss of their affiliation with RGUHS. This means that a college may risk its right to run courses linked to the university.
What colleges must follow
The circular from RGUHS lists key instructions for colleges:
- Conduct admissions only through KEA counselling.
- Collect only the fees approved by the government, university and other competent authorities.
- Take the prescribed fee for the full course and not add hidden charges.
- Do not demand a large extra amount in the first year and promise to adjust it later.
- Do not make hostel stay a condition for admission.
- Submit correct information and documents to RGUHS.
- Give students clear details about the college address, course structure and fee structure.
- Report changes in the college’s structure through the proper official channels.
The instruction on hostels is important. A student who does not want to stay in a college hostel should not have to accept hostel accommodation as part of the admission deal. A seat and a room are two different things, even if a college tries to bundle them together.
What students should do if a college asks for extra money
Students should not ignore an extra fee demand. They should first ask the college for a written breakdown of every charge. This should include tuition fees, university fees, examination fees and any other approved cost.
Keep copies of the allotment letter, fee receipt, messages, emails and payment requests. If a college gives only a verbal demand, send a short email asking it to confirm the amount in writing. This creates a record of the complaint.
Students can report the matter to KEA and RGUHS. They should include their name, course, allotted quota, college name, amount demanded and copies of supporting documents. Complaints are easier to check when students provide dates, receipts and clear details.
Students should also avoid paying cash without a receipt. If payment is required, use a traceable method and ask for an official receipt. Do not sign blank forms or accept documents that show a lower amount than the money actually paid.
Why the fee rules matter
Fee rules protect students from unfair admission practices. They also help families compare colleges and plan for the full cost of a course. When a college adds an unapproved charge, students may have little time to find another option after seat allotment.
KEA counselling is meant to keep admissions clear and fair. RGUHS has said it will verify complaints, work with colleges and coordinate with the relevant authorities. Students and parents can help by checking the official fee details before making any payment and by reporting demands that do not match the approved structure.
